OCTOBER 28, 2018 - MINUTES OF THE FULLBORE SECTION ANNUAL GENERAL MEETING
Annual General Meeting of the RNBRA Fullbore Section was held October 28th, 2018 at the Four Seasons Motel in Sussex.
In attendance were Ken Kyle, Mark McMullin, Don Coleman, Gordon Holloway, Conrad Leroux, Dick Platt, Adam MacDonald, Laura Kaderly, Mike LeRoy, Matt Wolf, Daniel Chisholm and Brian Doherty.
In addition Ron Surette and Michelle Cormier were present for the scheduling Meeting.
The Chairperson for the meeting was Adam MacDonald and Don Coleman recorded the minutes.
1. New Business arising from a call from the Floor
ix) - Report of the F-Class Eastern Committee by Matt Wolf. Located under Presentation and Adoption of Reports.
ii) - Any Rifle any Sight Match discussion and Fullbore Promotion. Moved by Mark McMullin. Carried
vi) - Hunter Class Match discussion.
2. Don Coleman read a summary Minutes from the AGM 2017. Don Coleman moved the adoption of the minutes as read. Carried.
2. Adoption of Agenda. Moved by Gordon Holloway and seconded by Matt Wolf. Carried.
3. Presentation and Adoption of Reports
i. Chairpersons Report - Thank you to the fullbore section executive, which consists of Adam MacDonald (acting chairman), Mark McMullin (vice chairman and representative to the RNBRA board), Ken Kyle (treasurer) and Don Coleman (secretary).
New Brunswick fullbore shooting in 2018 was outstanding. We hosted 13 fullbore events, with a combined total of 157 participants, plus 10 black powder, precision rifle, and military rifle matches.
Thank you to Ron Surette and Michelle Cormier of the St-Antoine Gun Club, as well as Paul Bastarache and JC Gautreau of the Saint Gabriel Precision Shooting Club for hosting 3 matches this year. And a special thank you to Dollard Leblanc who was the range safety officer for all of our major events. A special thanks to Bert Devink, who officially stepped down as chairman earlier this year, but continues to remain involved and provides the right advice at the right time. He manages the RNBRA fullbore blog which continues to be very effective at attracting new shooters and spreading the word about our program.
Thanks to Danny Hone and Heather McKinnon at CFB Gagetown who have provided access to the Batouche range and booking services for our events.
Also special thanks to Laura Kaderly, who was the primary organizer and match director for the Eastern F-Class Championship, which was our largest event this year. We hosted 13 shooters from New Brunswick, 11 from Ontario and Quebec, and 1 from PEI. We will hold the Easterns again next year after which it will return to Ottawa in 2020. Gordon Ogg from Ontario won the F-Open class, and in FTR class 3 of the top four spots went to New Brunswick shooters: Adam MacDonald in 1st, Gordon Holloway 2nd, and Matt Wolf 4th.
Our provincial annual prize match attracted 14 competitors, many from Nova Scotia and PEI, with top prize going to Adam MacDonald in FTR class and Don Coleman in TR class. New Brunswick performed very well this year at out of province events. In Nova Scotia, Paul Bastarache finished first place in FTR class, and in PEI Gord Holloway won FTR while Daniel Chisholm won TR class.
The Intermaritime team match was held in PEI this year, and New Brunswick’s team of 8 shooters won, ahead of Nova Scotia by a single point (806 to 805). Thanks to PEI Rifle Association for hosting this match, which will be held in Nova Scotia next year.
In August, a team of four New Brunswick shooters including Adam Macdonald, Gordon Holloway, Tony Pham, and Ken Kyle travelled to Ottawa for the F-Class National Championship. In the team event, we competed as Team New Brunswick. Our shorthanded, tight-knit team of 4 shooters finished in first place ahead of Team USA and Team Canada by seven points.
Having multiple New Brunswick shooters at the top of the standings is a real testament to quality of the fullbore shooting program here in New Brunswick, and the dedication of everyone involved. This success is only possible because of the support of the RNBRA, which provides the opportunity to hold regular events, attract dedicated shooters, and represent New Brunswick on the world stage.
The fullbore target rifle championships were held in Ottawa the following week, with Daniel Chisholm finishing 85th out of a tough crowd of 220 competitors.
On September 1-3 we hosted the Atlantic Championships, organized by Mark McMullin. This match attracted 25 competitors from NB, NS, and PEI, with first place going to Adam MacDonald in FTR class and Don Coleman in TR class.
We had a number of new shooters who came out for multiple events this year, including Tanner Anderson, Pat and Steve McLaughlin, Tony Pham, Dick Platt, Paul Plume, Andrew Justason, and Perry Wright. We hope to see them all next year.
Mark McMullin hosted one precision rifle match earlier this year, and is hosting another on October 21. This non-traditional form of long range shooting will take place on an open range at CFB Gagetown where he will set up steel targets with electronic hit indicators at unknown distances and shoot from constructed supports and barricades. This style of shooting is popular in the US and is the fastest growing discipline of long range shooting. Mark hopes to hold a regular schedule of events next year which will attract shooters from the US and other provinces in Canada, and we look forward to supporting this new program further.
Don Coleman moved that the report be accepted as read and seconded by Gordon Holloway. Carried
ii. Vice Chairman Report - Mark McMullin reported that he organized the APM and the Atlantics this year. It was the first time running the APM and as such he was not able to shoot. The APM and the Atlantics were successful and ran smoothly.
Mark McMullin moved that the verbal report be accepted and seconded by Ken Kyle. Carried.
iii. Treasurer's Report - Ken Kyle reported that we collected match fees of $11495.00 with $5000 coming from the F-Class Eastern Championship. RNBRA grant monies to bring us up to date on a one time basis was $10,000.00 for this and next year. The total expenses were 14,715.95 leaving a balance of $16,147.35. There is a record of all income and expenses with corresponding receipts if anyone is interested. The RNBRA holds trust funds for the Fullbore section and interest from the funds are used for certain prizes.
Ken Kyle moved that the verbal report be accepted and seconded by Don Coleman. Carried.
iv. Secretary's Report - Don Coleman reported that three meetings were held in 2018 and the minutes are on the Fullbore blog maintained by Bert deVink. New Brunswick tartan ties and/or RNBRA crests were given to NB Team shooters who did not have them.
Don Coleman moved that the Secretary’s report be accepted as presented. Seconded by Mike LeRoy. Carried.
v. E-target Custodian Report - Adam MacDonald reported that due to the F-Class Eastern Match the Fullbore Section switched over to the the ShotMarkers E- Target system and we then used them for the APM and the Atlantics. There are five working ShotMarkers and they are working well and will require no maintenance costs this year. We are holding the used SMT G1s and have deferred what to do with them to the executive.
Don Coleman moved to accept the E-Custodian Report. Seconded by Conrad Leroux. Carried.
vi. Report of Fullbore Section Liaison Person to RNBRA - Mark McMullin presented a brief verbal report. The RNBRA distributed funding to the Fullbore Section as per the Treasures Report. Mark reported that the RNBRA is very supportive of coaching and training as provided by Government agencies. The RNBRA treasurer Shelley Gregan is stepping down. The RNBRA is invited to a roundtable discussion about reducing violent crime, a ban on handguns and assault rifles. Gordon Holloway will represent the RNBRA at this discussion as only one person is allowed to attend. The RNBRA has a successful Air Gun Club in St. Croix headed by Don Brown. IPSIC and Benchrest Sections remain very active and the RNBRA Shotgun Championships were held in September.

vii. Report of the Liaison Person to the DCRA - Daniel Chisholm reported that there is an updated rule book and a pdf copy on the drca.ca web site. At present some provinces require all their members to join the DCRA while other provinces do not. DCRA membership fees will remain the same in 2019. There is ongoing discussion about reducing memberships types to a fee structure of about $75 after 2019. It was pointed out that the DCRA has a right to use military ranges and is written in the CFAO’s, therefore it is a good reason for shooters using military ranges to join the DCRA.

viii. Report of RNBRA Representatives to Atlantic Hi-Power Committee - Adam MacDonald presented a verbal summary of the meeting which took place on 21 September. The minutes of the meeting will be placed on the RNBRA Fullbore blog. There was mis - communication on the Mini Palma date and most shooters that were scheduled to attend could not. Daniel Chisholm managed to field a team of seven shooters. The Americans agreed to accept F-Class scores shot on F-Class targets and TR scores shot on TR targets, with no restriction to numbers for each class setting a precedent for further matches. PEI introduced a Sporter Class at their APM and used DCRA published rules. Only one Sporter Class shooter participated in the APM, and they will keep the class for 2019 as several sporter class shooters participate in their shooting program. PEI will host the Atlantics on Aug 31 and Sept 01 and the mini-Palma on 02 Sept. The Atlantic team will be selected based on score at the Atlantics and a shooting competition will be held 02 Sept for those who do not make the team. John Marshall will be the mini-Palma captain this year.

ix. Report of the F-Class Eastern Committee - Laura Kaderly was the match director for the Eastern Canada F-Class Championship held at the Batouche Range June 22 - 24. The written report is posted on the RNBRA Fullbore blog with results http://rnbrafullbore.blogspot.com/2018/07/june-22-24-2018-batouche-eastern-f.html. There is a Facebook page for New Brunswick F-Class which also provides information. There were 25 competitors of which 13 came from New Brunswick. New Brunswick shooters placed well with Adam MacDonald placing first in FTR, Matt Wolf third and Gordon Holloway fourth. New Brunswick also won the team competition. Prizes were provided by numerous sponsors and almost everyone received a prize. The match was well received by the competitors and it is anticipated that registration will increase when New Brunswick hosts the match in 2019. c) Secretary - Don Coleman agreed to continue on as
Secretary. No further nominations. Acclaimed.
d) Treasurer - Ken Kyle agreed to continue on as Treasurer.
No further nominations. Acclaimed.
e) Liaison Person to RNBRA Board - Mark McMullin appointed to continue as Liaison to the RNBRA.
f) Liaison Person to the DCRA - Daniel Chisholm appointed to continue on as Liaison to the DCRA.
NEW BUSINESS
i. Eastern F-Class 2019 Committee - The Easterns will be held at Batouche 29-30th June. The committee will be modelled on last year as it functioned very well. Members of the committee will not be decided at this meeting but there will be an opportunity for those wishing to serve to put their name forward. Laura Kaderly is the Chairperson of the organization committee and anyone who wishes to volunteer can contact her. Laura’s email is on the Fullbore blog.
ii. Precision Rifle Program - Mark McMullin organized the October 21, 2018 - Long Range Steel Challenge held on CFB Gagetown training area. Adam MacDonald read a letter of appreciation from Nova Scotia Shooters who attended the match. A report of the match is posted on the RNBRA Fullbore blog http://rnbrafullbore.blogspot.com/2018/10/october-21-2018-steelprecision-shoot.html. Mark feels that there are a lot of shooters who would be interested in this type of shooting that are not shooting FTR or TR. Gordon Holloway mentioned that Mark should apply to the RNBRA for some startup money to develop a Precision Rifle Program. Mark stated that his longterm goal is to hold a Precision Rifle sanctioned Match in Gagetown.
Gordon Holloway moved that - a committee be formed under the Fullbore Section headed by Mark McMullin to form and develop Precision Rifle Shooting recomendations. Seconded by Daniel Chisholm. Carried.
iii. Match Fees, Insurance, and Guest Fees - The RNBRA changed Insurance providers and the five dollar guest fees no longer need be collected. Guests will have to recorded in our matches so as to be available to the Insurance provider. Fees for our matches have been reduced from $25.00 to $20.00 and there will be no charge for practice events for N.B. team competitions.
A standardized form for matches and guests was deferred to the executive.
iv. Funding Proposal to the RNBRA - the funding proposal is covered in the September 3, 2018 - Fullbore Executive Meeting http://rnbrafullbore.blogspot.com/2018/10/fullbore-section-executive-meeting.html. The Fullbore Section received $5000 as a result of the proposal. The main items in the proposal were: hosting the F-Class Eastern Championship in 2019. Target Frames Development, building 8 target frames and purchasing new wind flags. Individual Shooter Coaching from Intermediate to National Level and continuing the Shooter Assistance Program.
v. Pathway to Excellence Program. - A discussion occurred on how best to use some of these funds received from the RNBRA to develop shooters to be competitive at higher levels of competition. One suggestion was distributing some money to team members just before a competition and facilitating courses to attract shooters. It was suggested that we use a point distribution system with newer shooters receiving points to attend local matches. This point system could be used to help distribute funds available for the shooter assistance program. We also need to promote the shooter assistance program.
The Shooter Assistance Program and Pathway to Excellence funding distribution was deferred to the executive.
vi. Hunter Class - a brief discussion occurred. Deferred to the executive.
